Otsuka Mosque has an important place in Tokyo’s Muslim community life because it grew from a practical need for a stable prayer space in the city. Before the present mosque was established, worshippers gathered at a prayer room in Ikebukuro. When that space could no longer continue, Japan Islamic Trust purchased a building in Otsuka through community support, and the mosque was founded in 1999. Today it serves as the headquarters of Japan Islamic Trust, which operates several mosques and supports religious, educational, welfare, and community activities across Japan.

The mosque stands in Minami-Otsuka, a short walk from Otsuka Station, within a dense residential and commercial part of Toshima Ward. Its slim four-storey structure and green dome make it visible without feeling detached from the surrounding neighbourhood. The building includes separate prayer spaces, teaching activities, counselling, marriage services, funeral arrangements, support for children, women, international students, refugees, and community meals. Its identity is shaped less by monumental architecture and more by daily community care, making Otsuka Mosque a practical urban mosque with a strong social-service role in central Tokyo.
